The European Union's Emissions Trading System (ETS) is a cornerstone of EU climate policy and a key tool for reducing greenhouse gas emissions cost-effectively. Launched in 2005, it operates on a 'cap and trade' principle, whereby a limit is set on the total amount of greenhouse gases that can be emitted by covered installations. Companies must hold sufficient allowances to cover their emissions and can buy or sell allowances as needed. The ETS covers around 40% of the EU's total greenhouse gas emissions, making it one of the largest carbon markets in the world.

The European digital strategy, launched by the European Commission in 2020, aims to make the next decade Europe's 'Digital Decade'. The strategy focuses on three main areas: technology that works for people, a fair and competitive digital economy, and an open, democratic and sustainable society. One of its key objectives is to ensure that the benefits of digitalisation reach all citizens and businesses across the EU. The strategy also emphasises the importance of digital skills, with the goal of having 80% of EU citizens possessing basic digital skills by 2030.
